No there is no stitch counter included.

Why does this set include what appears to be a weft needle for a knitting machine? Or maybe it’s a latch hook? What purpose does it serve?

This needle is useful for many things in knitting and crochet. I use the needle to pick up lost and dropped stitches and sometimes repairing split stitches. It’s very handy and versatile tool
