I live in ND,No direct light at all. would like to grow some herbs inside on table would this work?

Yes they work fine. I use a 120 watt an two 60 watt ones an one 192 watt led an I grow 3 huge tomatoe plants an one big spider plant. An it more than enough. Remind these get hot so u have to hang em above the plant an have to raise it as the plant grows
