Both. If the pads get wet they will appear to rust.

Q: Can I use on a gas stove?

Good product, poor Amazon packaging.

Boxes were smashed after being packaged in a bag rather than a larger box. Now they won't stand up in the cupboard for storage. Product does not appear damaged and can still be used. Will look for these in a brick and mortar next time.
