Hi, is this very thin,(see through)? as i need it to lengthen a couple of blouses. as i wear incontinence pads i need it to cover the bum area.

It is not the thin lace, but soft one.But we are worried it can't cover your bum area because it is designed with holes. You can see it through the holes.Maybe you can sew your blouses with 2 layers lace.It will be workable.

Can i hem it at the bottom of my dress using hot iron?

I used it to hem a cotton dress, but don't iron the lace, it doesn't crease. I'm not sure it would stick using hemming glue as it's quite stretchy I've sewn it on. Looks great.
