does it smear when using colored pencils or alcohol markers ?

Colored pencils-no, but I would not suggest using with alcohol-based inks.

Will it bleed through Pages of Bible?

I haven't tested it on a Bible, however, I have used it on regular lined notebook paper, which is the closest thing. It doesn't bleed, but it does ghost (where you can see the words or markings from the other side of the paper).

Is the Ink waterproof?

I have used these pens on fabric and the ink did not run or fade when I washed the item. I'm not sure how they do on paper items.
