How are the light and heavy settings used?

You can set the cutter for heavy or light cutting. The light setting is used mainly when rotary cutting one or two layers of fabric. For multiple layers, the heavy setting works best. Also, if are using a thicker fabric or batting, you would use the heavy setting.

Does this work with a 28mm pinking blade?

Most manufacturers blades will work on this cutter - but the size of the blade must match the size of the cutter. If your cutter is a 45mm you would need a 45 mm size blade. The pinking blade should work if it is the correct mm size for the handle.
