Yes it works brilliantly. My advice would be to use a little bit at a time to build up the desired colour you want. A little goes a long way.

Q: will this work on white icing thats already on the cake? and how long will it take to dry?

It's possible to paint the colouring on to the cake with a small brush but this is really a method for small areas and the result won't be the same intensity as kneading the colour into the fondant icing.
