A: I would imagine they come from Children's place warehouse. They are by far very well made with lots of stretch which i really like and very soft, according to my 4yr old

A: Hi I would go the 12 shes still in between a 12 and 14 I would think 14 may be to big they do have adjustable straps. I hope this was helpful. Thank you
