Can these be used for painting on fabric and if so will it be permanent?

There is a product to purchase that will enable the paint to be a fabric paint. When used on clothing it lasts forever

What’s the difference between the wax pastels and the pastels?

Pastels are made with chalk. Wax pastels are made with wax and are more stable. They do not make dust.

Are these suitable for under acrylic paint?

Yes, but since they are water soluble anything water based you put down over the neocolor will spread it. So if you are doing anything abstract and loose it will be fine, but anything exact/tight will loosen and flow. Depends on how loose and flowy you want your work to be! :)

When these are dry on the paper, can they be reactivated with water?

I am not positive, but I think they can.
