Yes it does, a bit harder to push on carpet but still works xx

Q: Does this hoover have a volume control? Or is it just loud ?

It has two volume settings, a medium and loud.

Q: Just received it, it's quite even on loud? Has anybody else found this or have i got a faulty product? I can barely hear the hoovering sound

It is generally quiet so unless you prefer a louder toy, enjoy the reduced noise levels.
