Is this a insulated cover for my tank

I did not buy this cover, I purchased the tank. Based on the price and appearance this looks to just be a cover for ugly 20 pound tanks. I doubt if it is insulated but why would you want the tank to be insulated ? The gas is under pressure and I don't think any steel tanks would explode or you would see warning labels cautioning you to keep away direct sun light and so on. Tanks have a bleed valve on top they use when filling to get a full tank of propane and remove any other gas that might be in the tank like air.

Does this cover fit a 20 lb. Flame King horizontal propane tank or can it only be used on a vertical tank?

It is made to cover an industry standard upright 20 lb. tank. It fits pretty snugly so I don't see it going on over the support legs of a horizontal tank.
