Is this powder conductive?

Here is the best answer I can give you. I placed the leads of my ohm meter into the bag and read infinite on all ranges. I would assume that with higher voltage it would arc from particle to particle but have not tested that. I purchased the powder to put in my work boots. The copper kills bacteria that were causing major problems (VERY stinky feet). It does turn the feet green for a while but it worked extremely well.
