A: Yes very stiff wire runs along both top pieces.

**Q: What are the differences between this 21" and another 21"(831303-9)?**
A: This tool bag has a more heavy duty fabric, 2 heavy duty zippers and is a bit larger with more fabric for pleats on the sides. Its about 2 inches wider on the bottom, stands about 2 inches taller and it has pockets on the inside and outside whereas the other bag doesn't have inside pockets.

**Q: What to do if it is damaged during transportation**
A: Return it!

**Q: does this actually measure 21" long across the bottom?**
A: Yes, it does. However, my disappointment was the space that is lost when it is closed. When closed, it is only half as deep as when open. Well made and worth the money.
