Can this be used on the face?

Yes! I’ve been using it on my face for 10+ years morning and night.

is this cream good under makeup? powder or liquid foundation?

If you only use powder on top of this it will seperate noticeably. With liquid if you allow the cream to fully sink in first and then use it you should have no problems :)

Does this have phthalates?

I have no idea what that is, but on checking ingredients, it appears there is none. I'm on my third jar. Works for me.
