It's definitely Navy. I have another 3930 in Black, so I'm comparing apples to apples.

Q: What size would be 7 1/4?

I think that the Medium-Large size would be a good fit, as it's in the 7 1/4" range. I think that the Small/Medium is in the 7" range, and the Large-X-Large is more in the 7 1/2" range.

Q: What size would be 7 5/8?

I would recommend a L/XL for a 7-5/8. I wear the 39/thirty all the time and I wear a 7-3/4.
