You actually can use it as a wired controller on pc. First, download the Xbox 360 software from here http://www.microsoft.com/hardware/en-us/d/xbox-360-controller-for-windows . Then connect the controller to your pc and go to Device Manager. There should be a branch called unknown device. Double click it and choose to install existing driver, then pick the driver called xbox peripherals and then pick connection through Play and Charge kit. Hopefully this helped you.

How many charge-and-play kits can be plugged in at the same time to the Xbox 360 250gb console?

Well the Xbox 360 250GB slim edition has 4 usb ports (2 in front 2 in back) so in theory if you bought 4 play and charge kits, it should charge 4 at the same time. However its more convenient to use the front 2 and I'm not sure of how the xbox would handle charging 4 controllers at once (possibly overheating or other malfunctions) so if you want to play it safe only charge 2 at once if you need to.

Will this work with PC?

It will charge through PC. In order to use the actual controller through the PC, you need the Microsoft adapter. I bought this item and the adapter; works great. Still cheaper than buying a wired usb controller, although those are good too.
