Yes this is both the male and female sections of the buckle. and both include slots to be sewn into a belt.

Is this safe to use in a car? we have an 89 oldsmobile cutlass ciara and the passenger seatbelt buckle is broken and was thinking of using this?

I would just go by a junk yard and get a free seatbelt from an old car. This would work, just kinda cheaply made
