Q: Is the 2.8 oz. refillable? if not, do they make a refillable?

No, and no. They might make a refillable now but I’m not aware of it. It’s a Great smelling cologne!

Q: How do you spray it ?

All my new versions of my cologne come with mister sprays now. simply remove cap and spray about 8 inches from body,neck and arms. It is longer lasting that way since most of the cologne gets right onto your skin....DO NOT SHAKE
