A: Slips on inside of 5"  has pipe

A: A range vent cover needs a damper, this does not have a damper.

Now you did not state if this is on roof, through wall, etc,, I have mine through wall, it has damper and screen and is under the eave so even though it was weatherproof, if has its own shelter under the eave as well.  So knowing where you have this vent is key in answering you.
I used this cap for my LP gas heater to keep rain and snow from getting in the pipe, is what the vent cap is approved for.
