can you remove the phone mount and use with a regular camera?

Yes as long as the camera is not too big. It wo t hold a DSLR

I have one and was great for my samsung s7 edge with protective case, but my new note s9 with case is too large. i need a minimum of 3.25 width,.

The one I received opens to 3.5" and will hold my Samsung Note 10 plus in an OtterBox Defender case.

Can the top be pointed downwards so my camera can be pointed down to a lower surface?

Es. The whole stand flex’s and adjusts wonderfully. It allows multiple points of angle for the user. I highly recommend this product over any other tripod on the market for cellphones, I’ve tried most of them and found this to be the best so far...
