Does this have a tuner? I can't figure it out with the first question. Thanks for any help

No it does not have a tuner or RF output to run to a TV. It has stereo audio in and out with an RCA cable to plug into the video inputs to your TV. It is compact enough and plays both DVD and VHS and record on VHS.

If I have cable tv with a cable box can I record programs on the vcr?

Yes you can. I have this unit and Verizon cable. I record tapes of TV programs on cable all the time. Also I can record tapes from DVDs in this unit . No external DVD player needed.

Is there cable conection in and TV conection out. If so, are both connections cable screw on?

This is a tuner less unit, so it has no cable connections. Only RCA composite (red, white, yellow) or component (red, blue, green, red, white) connections, and maybe an S-video.
