Is this wire good for wired ring making?

Yes I use this wire for my boutique!

What would be the tensile strength?

316L has a tensile strength of approx. 70,345 psi and for 22 gauge wire a breaking point of approx. 35 lbs.

Can this wire be used in jewelry making? Is there any difference between this and other stainless steel wire specifically packaged for jewelry making

I would carefully check the alloying metals- if it has nickel as an alloy i would not use it for jewelry. Even though the nickel would be bound in the steel alloy, why risk an allergic reaction

Is this too soft for making earring wires?

it's quite stiff. I made a necklace of 18 gauge single jump rings from this and it holds well even without soldering the ends
