It works after 5 days.
I thought this product was defective, however after 3rd attempt rotifer eggs start hatching after 5 days and multiplying everyday.

Nothing Hatched.
I ordered these guys at the same time as their Fairy Shrimp Thailandensis Eggs, and started both just a day apart. The fairy shrimp have gone through their full life cycle and I am now drying out the eggs, but the Rotifer eggs have done nothing but sit and mold. I finally had to just toss em out. I was happy with the fairy shrimp, but was kinda bummed that these guys didn't work out..

Not Purely Rotifers
These packets definitely contain majority rotifers but over the course of 2 months I've seen other species pop up like ostracods and copepods. I'm not mad about it because the rotifers are growing faster than the these other species can eat them, but in case you're looking for 100% pure rotifer eggs, you'll probably have more luck finding it on official websites dedicated to biological products. Update: Added video. TLDR - To keep my rotifers alive I just dumped 1 pill of eggs in room temperature tap water, threw in an air bubbler, fluval dirt, and 2 mL of aquarium bacteria. Feed Organic Chlorella Tablets with Broken Cell Walls every 2 to 4 days (A.K.A whenever I see the water looking too clear), and sometimes BacterAE or even fish flakes. This is more for my blackworms though and i'm sure I didn't start feeding these guys to my fish until 1 month of establishment, and if the tank has crashed I never noticed. I wouldn't add these directly to your fish tank because 1) your fish may eat all the rotifers before they can establish themselves, and 2) It even after they are established it is very hard to stop them from getting wiped out. Every time I feed 1/2 gal of rotifers to my fish, there is seemingly nothing left after 3 days. P.S. If you're wondering what the white thing in the container is, it's just a filter bag with CupriSorb in an attempt to filter the copper from my copper pipes.

Seemingly got a Saltwater Breed, NOT Freshwater
After trying unsuccessfully with 4 capsules in Freshwater I decided to see what would happen if I used a capsule in my Sea Monkey (Brine Shrimp) tank which is Saltwater and suddenly after about a week in the water with my Sea Monkeys I can see hundreds of Rotifers doing little "Dark Souls rolls" and shooting around with a jet like motion similar to squid, seems like either the seller shipped the wrong variety of Rotifers or they can survive in either water type and just needed a little help from the sea monkeys chewing the egg casings, because absolutely nothing happened with the first 4 capsules. Disappointing on one hand since I wasted 4 sixths of the product trying to hatch them in freshwater as the instructions say, but on the other hand now my Sea Monkeys have tiny living food or playmates cleaning their tank. I've now repeated this with the last capsule in another saltwater tank and they're seemingly thriving for the past month now.

Amazing Creatures!
I sprinkled these in my tank immediately upon receiving the package. By the next morning I already had full grown rotifers in the tank. The first one disappeared while I was documenting, but later I saw many swimming around. The two sightings were completely different morphs. Most of those I see now seem to have coated their bodies with sand, I assume as armor against the fish.

Do not buy wasted money.
Very disappointed would not recommend. Not a single hatch out. I bought two other types of eggs and they too did not hatch from this company. Buy a live culture. This stuff does not work.

Works great!
Keeps fry alive until they're old enough to eat something else! I feed these guys to my Poropanchax fry, which are less than 1/4" at hatch. The rotifers eat detritus in the tank (I usually co-culture them with moina, which are too big for the fry). The only way I can see that the rotifers are there is to stop aerating and wait for movement on the surface. These guys are *TINY*, like smaller than the period at the end of a sentence. The rotifers have survived conditions that killed my moina culture, like when I use tap water de-chlorinator or fresh rainwater.

Might work idk
Never spawned anything from all my egg packages, might have gotten lemons.

These little guys are so prolific I've had to make them in little batches and just add more eggs to replenish the gene pool. I only small batch because I only have a 40 gallon tank with guppies and some bottom feeders so don't need a 5 gallon bucket of them. I don't have a spare bubbler so just use a spray bottle if clean water to add oxygen to the 4 cup container they live in. I feed them dead leaves from the garden or the house plants which they love. Very easy to hatch and keep in small batches, recommend for a live feeding!

Après plusieurs tentatives, il y a eu aucune éclosion avec eau salée et chauffe-eau. Je suis très décu, j'aurais aimé que ca fonctionne.

They love to scavenge on detritus which helps your tank process waste more naturally. You need those, and a lot of species eat them. They will grow in your tank if you give them a time to establish and safety from predators!

I’ll change my review if I can find a live rotifer in my aquarium by day 10- but so far no luck :( I’m using a microscope daily to check. I hope I can get some of the eggs to hatch- I really need them for my tadpoles! Edit: hatching unsuccessful after weeks of trying with varying water temperatures. I tried with and without an air stone as well. Really sad :(
