You maneuver the scoop with the handle. I will not stay up by itself.

Does the scoop drag or catch on the floor when being pushed?

Yes, it laws on the floor at rest and will catch on anything taller than about 1/8". My son still loves it tho, scoops sawdust out in the barn with it.

Is this sturdy enough for a child to lean on and push in sand without the wheels locking?

Yes it's perfect! My Grandson has no issues with it!
