Would a cat litter tray fit in this?

No . If could put a small litter tray in and that would fill the space up

Is it waterproof or not? Mixed reviews in here.

Yes its waterproof, but needs to face away from the prevailing wind, i put a small cat bed inside and its lovely and cosy, if the cats are stuck outside if I'm not at home.

Is this sturdy or would it blow away in the wind?

It is sturdy enough for what I needed it for, to give shelter to an neighbours old cat during rainy spells, and he stays dry. It is sited in a sheltered position where the wind cannot blow it away.
