Is this a paperback 2 sided fusible?

No, HnB36 is a sewable non-woven fusible interfacing. It is fusible on one side which helps eliminate pinning, basting and sewing. It does not have a paperback lining.

Could this be used on lightweight silk taffeta, to prevent fraying and add strength to seams?

Its silk so it will withstand the heat. The interfacing should work, but we highly suggest pretesting on a piece prior to using on final project.

Our dog snagged my hubby's knit shirt and made a small hole. Would this work as a "soft" patch on the inside of the shirt so it doesn't get bigger?

I don't recommend using this material as a stand alone piece of fabric. I would iron it to the material you'll use as a patch, then sew it to the shirt with the hole. This material makes the patch sturdier and less likely to fray.

Can I use this to reinforce inner thigh seams?

It depends on the material you are using. If you are using a lightweight or stretchy material this interfacing would help give some strength. But it would not help much if your material is medium or heavy weight.
