I stuffed plastic grocery bags into the horns and newspaper into the bowl of the helm. It's probably sized for the maximum size it needs so that "one size fits all". I like the appearance and it will be fine for my costume. If they were able to add something like an adjustable liner it would be better - but I'm not holding my breath.
