How far does the lowest strap or kayak hang down from the ceiling?

Both loops are fully adjustable in order to accommodate different sizes of Kayak/SUP etc, so the lowest strap measurement will depend on the size of your crafts, and how tight you make the loops. With both loops fully extended the maximum length is approximately 6.5 ft - but if you close both the loops fully you could easily reduce that to under 3 ft. One of the straps broke after being in the sun for about a year. We just cut that part off and moved the buckle and kept using it.

Can I screw the J hooks into a concrete wall pre-drilled with a masonry bit?

You need to ensure that you use suitable concrete anchor inserts which are rated to hold at least the maximum 110 lb weight limit of the straps. The hooks are not designed to be screwed directly into concrete.
