Not that I have noticed but I would not allow over 120f degree air to travel through this. Use all metal flex or rigid metal for that application.

Get a sheet metal reducer 5” to 4” 30 gauge sheet metal reducer, some large zip ties or duct clamps and maybe some venture tape to make a better seal. I suggest staying the same size or increasing though to 6” depending on lengths of ductwork.

When used with portable ac does the duct give off heat or is it insulated enough to stay cool?

It can give off some heat. You can go to any hvac supplier and get insulated flexible duct of basically any size. R-4, R-6 and R-8 insulation factors I believe.
