Q: What size are the treble hooks?

I don't have a fish hook size chart handy... the hooks are about a quarter of an inch from shaft to barb. They are not very big. The lures are not quite the size of my thumb.

Q: Do they work for panfish?

Yes, they have caught me multiple sunfish/bluegill and some perch.

Q: Is this for fresh water?

Yes they are. And they are pretty nice lures. Generally salt water gear will be designated as such.
