Do these wheels have an offset?

The offset is very subtle. The edges of the wheels take a real beating. The low sidewalk tires allow the edge of the wheel to make contact with the ground. These get beat up pretty quickly. Very easy to scratch and scar.

Does this fit the Hsp drift rc ?

Not sure on back spacing for your drift car. These are a standard 12mm hex and backspace

Can these be used on a car from walmart? For example i have a fast and furious brian's nissan skyline drift car.

No the jada fnf drift cars have a 6 mm hub, these are 12mm, without getting some kind of adapter you’d never make it work
