The pad is thick so it raises your foot up a bit. As long as the mule is loose, I think it should work.

It's possible. They made my shoes that fit just right way too tight so I can imagine they will.

Will they work if you wear pantyhose also?

Not as well but somewhat still non- slip

do they wear out or are the long term use?

It depends on individual usage. It normally last long with the heels.
