Does this have the nfc chip(actual japanese) ? or is it a southeastasia"licensed" version?

Also, the Southeast Asia (SEA)Takara Tomy beys are not licensed. It's a subsidiary owned by Takara Tomy Japan. The SEA beys are just cheaper since the market in southeast asia can't support East Asia prices so the quality is slightly inferior to the East Asia (Japan, Hong Kong, and Taiwan) Beys. And there are no NFC chips in the SEA beys. I'm not exactly sure why but chips are expensive so maybe that's why the SEA beys do not have NFC chips.

Does it come with a launcher?

No. This is Booster only. If you want a dynamite battle layer Valkyrie, I would recommend Savior Valkyrie B-187 Starter Set. Comes with a dual spin String launcher. Color is really nice on the launcher. There's dubious reviews on the driver Shot for the Savior Valkyrie. Some people like Shot, some not. But if you want a Valkyrie booster with launcher with a dynamite battle layer system, B-187 set is the only one. Otherwise, this one the B-193 Ultimate Valkyrie is awesome. Super powerful. Love the rubber on the blades.

Can someone recommend a launcher that works well with this?

B-184 Dual Spin String Customs launcher is a really good launcher and will work with Ultimate Valkyrie. Switching modes from right to left spin and vice versa can be a bit tricky so I would watch a youtube video on how to switch modes but the string on this launcher is really long and there's a retract button which you don't see on other Takara Tomy launchers. Valkryies are right spin, btw so any Takara Tomy right spin launcher will work but B-184 is a really good dual spin string launcher so you don't have to buy another launcher if you get a left spin bey like Longinus.
