Q: How do you measure output torque on this if you need to torque something to, say, 200 lbft?

It's a 3 to 1 multiplier, so to get 200 ... set torque wrench to 75 . 75x3 = 225 - a 10% loss you would be with 5 ft lbs

The distance from the face of the 1/2" in put to 3/4" output is 3 3/8"

Q: can I use it to loosen seized nuts at 1000 ft of torque?

It multiplies the torque you apply to it by about 3x. If you can apply 350 lb-ft of torque then you can apply 1100 lb-ft to remove bolts.
