Want to make sure this works when going from pc hdmi out to monitor dp in. tried a different product but was dp out to hdmi in only.

Is 1.4v backwards compatible to 1.3v?

DP 1.4 is backward compatible with previous versions. If your source exceeds 1.3 capability, it should downstep it to 1.3 standards.

Does this convert hdmi quality to 4k?

4K specs depend on the cable itself. This adapter will not allow a non-4K HDMI cable to be 4K capable. DisplayPorts offer more color depth and faster bitrates, rather than resolution upgrades. HDMI 2.0 supports 4K with full-range fps and HDMI 1.4 supports 4K just to 30fps. Do not fall for the more expensive "4K Ready HDMI" labels, as those are scams.
