why does the screen say 'off' when turning them on and does not let you turn them on?

It explains this in the user manual (there's a link to download it lower down the Amazon product page): "When the styler is plugged in but not turned on, the word off will show in the display window indicating the styler is in standby mode." You should then be able to press the 'on' button to turn them on. Remember you have to press and HOLD DOWN the button until it turns on.
