Q: does this stop foundation getting on to clothes?

I'm not to sure .. it acts to keep your make up on for longer and the moisture makes your skin plump and prolongs your makeup

Q: Does this stop liquid eyeliner from bleeding?

I don’t wear liquid eyeliner so can’t comment. I do use a kohl stick and that seems to stay on well.

Q: Does this spray have a lock? I can't seem to get the spray to depress.

The spray does not have a lock. Occasionally on first use the spray can be slightly stiff - but after a few pumps it will start to spray easily. I suggest you take the spray out of the bottle and depress the top a few times then place back into the bottle. If this doesn't work, please feel free to get in contact with us via Amazon and we will happily ship out a replacement to you.
