I want a lens with great image quality and a reasonable focal range. Should I get this or the older 24-105.f/4 I mostly do street photography.

I have research the two lens in great detail and came to the decision to purchase the 24-70mm , I even went into photography shops and asked for there opinion and they also recommended it against the 24 - 105mm. Both are expensive but now that I have purchased it and used it, I would recommend it, it's very quick in focusing and the picture quality is very sharp and crisp. So yes go and get it!!

Will this lens work well with 650 cannon , would you say it's the most versatile lens ? Or would anyone recommend any others

It will work fine on 650d, but it won't give you a very wide angle at the 24mm end. Your choice of lens will depend on how much you value versatility over image quality. This lens has very good image quality (which, for me, is very important) but is not as versatile as some other lenses as it's only about a 3x zoom and is only an average performer in low light if your subject is moving.

which is the better lens a 17-55mm F2.8 or this 24-70mm, i'm not that familiar with lenses

Both are great lenses. Optical quality is excellent for either, they both use ultra low dispersion lens elements, normally reserved for L series lenses. I'm not sure what body you are planning to use and what other lenses you have, but the 24-70 on a crop sensor body will be 38-112mm, which is not very wide for a walkabout lens. If you have a wide angle lens already, it might work for you. Focal length aside, the weather sealing is better on the 24-70mm, but the 17- 55mm is a full stop faster.

Is this Mk2 model much different to the Mk1?

I can only say that distortion is noticeable reduced, but this point never disturbed me much. Chromatic aberration is noticeable improved, but this point didn't disturbed me as well. But what is very important for me sharpness and detalization became much much better all through the field at any aperture.
