Will this bag accomodate a Surly Moonlander with 4.8" tires?

I know I'm late! But! I asked evoc directly on this being some people consider a 3" tire a fat tire. Evoc responded with upto 27.5 x 4.8 wheel can fit in this bag. Hope this helps!

Will this bag work for a 2018 Specialized Stumpjumper “29 wheels? Does it include the fixating ground bar?

It'll take a 29" wheel set no problem. As far as a "fixating ground bar", I'm not sure what you mean there. There are straps the hold the bike in place with a padded bag for the fork and handlebars. The whole system works really well and protected my bike perfectly on an international mtb adventure.
