Q: Are the puzzles from one pack any easier than the other pack? Or do both packages contain puzzles averaging to same lvl of difficulty? For 2 gifts.

I bought them last Christmas for stocking fillers and from memory I think they have the same level of difficulty. I also did what you are thinking about doing and used them as 2 gifts.

Q: Are these too easy for 15 year olds, as when I look at the pictures they seem simple but maybe I'm not seeing them properly?

No they are not easy but beware they have the solutions inside the boxes
