Q: Can this be used on clothing or is it just for closets, sofas, etc?

Yes, I use in my closet. I haven’t sprayed directly on one item but I have sprayed a generous amount in my closets with clothes. Hope this helps.

Q: Is this safe to use on garments right before steaming out wrinkles?

I suppose it would be okay but maybe test a small area first.
