Yes it can be used in drinks which require a simple sugar syrup but it would also add a vanilla flavoring.

Can i use this to flavor water my vanilla flavored water is being discontinued at walmart company out of business, help?

I only use mine in a latte, so I have not tried it to flavor water. I would have no idea how much you would need to flavor it to your taste. I do know many of these are used to flavor soda drinks.
