Q: Does it have a time delay feature that can be set between when pictures are taken?

yes it does also you can set it for time on and time off for taking pictures

Q: Are there any rechargeable batteries that will work? My camera will not turn on.

Some rechargeable batteries are not standard and may not be used normally. We recommend using Duracell AAA Batteries，If your camera still cannot be turned on, please contact our customer service

Q: Can the cameras read license plates ????

Can it READ license plates ? No, it can not. It is not a license plate reader. Police have those and cost many thousands of dollars. Can it take a picture of license plates ? Yes. Will you be able to read the plate ? Likely not, unless it was taken at a very close distance, like maybe 20 ft. Anything if it’s farther out, then it will likely be too blurry, especially if the vehicle was moving.

Q: Will it remember setup when batteries are removed for replacement?

You will have to reset the date and time.
