Q: can I use this in a brand new tank to make sure that it does not rust like the old one did?

Yes, I'm sure that you can use this on a brand new tank. You may not have to do much on the first 2 steps in the process since there is no rust in there yet. The "Klean" step and "Blast" step are to get the tank to bare metal with as little residue as possible. Then the coating goes on well. My tank is going on strong 7+ years later. It looked perfect in there when I last changed the fuel pump.
