Q: Can the arm part be adjusted higher? To about chest level for a 5'5 person. I like to rest bad arm higher up and use good arm to steer walker.

No, one handle cannot be raised so that it is higher than the other. This has a one handed break that goes straight across from one handle bar to the other where you would often just grab or use the middle of the bar to hold onto rather than each individual handle. It makes it almost like one handle bar.

Q: Would this work for someone who is 5 feet 6 inches in height? I read that it does not work! I like the solid bar?

I am 5f 3 inches and it works for me very well. I believe that a couple of two inches more won’t do any difference.
