Because according to the label, it is produced in a facility that processes milk as well. Vegetarians can drink milk so it passes vegetarian inspection but vegans do not consume any animal products. There may be remnants of milk at the facility where the nuts are processed thus they cannot rule out if the product was in contact with milk since they are processed at the same facility. This is why they cannot guarantee it is 100% vegan.
