Will this fit on a 2023 Turbo R?

If the bolt pattern at the bottom of the steering column is the .same as a 2028 RZR then yes it will work. Infact think it is the same but I don't know for sure. Just order it, If it doesn't, fit the bolt pattern, then return it. It's an inexpensive part but it does work well.

Does this fit a 2019 Polaris turbo XP?

It probably fits your 2919 Polaris turbo XP. I have a 2022 Polaris RZR XP-4 Ultra and a 2011 Ranger/RZR EFI 800 S and the brake fits both. There are 3 bolts behind the brake peddle, on the firewall. Remove the nuts from those bolts, slide the brake device over them, and replace the nuts. I had to squeeze the bolts together slightly with a channel-lock pliers to overcome the tight tolerances. It is actually a very simple device.
