can these bags be used to line the compost container from the waste management company?

The container where I use to live was not the same width at the top as it was at the bottom so there would be a gap at the top. The bag is not tall enough to fold over the top of the container. A filled bag could be placed in your bin however. I currently don’t have curb side recycling so I use these to put leaves etc in and then recycle the whole thing at the green waste center. They also worked great for recycling shredded papers when I cleaned out my home office prior to a move.

can these bags stay out in the rain?

I wouldn't suggest it, unless its for a very short period in light rain awaiting curb pickup. They're like paper lunch bags except thicker
