Q: Could this be used with a compact track loader with forks?

Yes easily. It "can" be used with anything with forks. But telehandlers are made with the correct safeties in place so if hydraulics fail you don't fall to your sudden gravity induced end. So in terms of public service announcement, dont use it on anything not designed to lift humans. In terms of redneck with heavy equipment, lift it with whatever you want that has forks on it.
