UPDATE: worked it out
UPDATE: I figured it out and it works as expected. ————- Rubbish. No way to charge it; no explanation in the instructions as to how to use it. Just utter utter rubbish. That’s two DELL power banks I’ve tried and failed with now. Can’t believe they get away with selling something that it’s unintuitive and simply will not work without some other piece of kit. No explanation of this / it is not made clear. Why don’t DELL explain better as part of the product description; how to use this / charge it etc? It’s as good as a brick. Returning.

Great to extend the life of laptop
The power pack does what is needed, extending the life of your laptop when mains power is not available. As a plus will also change other items thanks to the USB outlets.

Will Not Charge
Not sure why the previous reviewer gave it 5 stars when he says it sucks. I believe I have been shipped the product he returned. It does not come with a power adapter and the three USB chargers I have tried will not charge it.

Battery only, USB-C charger not included!
This is the biggest ‘portable’ battery I have come across to date however BE WARNED - it is primarily designed to supplement the new generation of Dell laptops that use USB-C charging and as such does *NOT* come with a charger! The idea being you use your Dell (or other compatible) USB-C laptop charger for both. E.g. you could use the Dell E5 65W Type-C AC Adapter (UK). These are available separately (probably Dell Part# : 450-AGOL). The battery on its own has Dell Part# : 451-BCDV. You can also buy both in a kit (i.e. battery and charger) - look for Dell Part# : 451-BCGC. Standard USB chargers (e.g. for mobile phones) will *not* have enough juice to charge this. It has a captive cable where I would have preferred a separate one (so if it gets damaged, it’s game over) and it’s a shame you cannot use the USB-C port to charge devices, unfortunately this is only for charging itself (i.e. input only). The conventional USB Type A port can be used for charging other devices e.g. your phone and is rated at 10W, although it can also act as a pass-through connector between your laptop (i.e. whilst charging a laptop you could plug in a USB flash drive and the laptop will see it). Shame there aren’t more ports. It’s quite weighty at almost half a kilo.
